Lapsley dove to his right to stop Alex Bruce's penalty kick in the 41st minute, and also knocked away the rebound.
He also denied a shot by Bruce in the 38th minute and turned away a header by North Texas fullback Kazu in the 50th minute.
Lapsley has made league-leading 33 saves in eight starts for FC Tucson (2-3-3). It was his first shutout.
